Minutes of the regular meeting of the Electoral Areas Services Committee held on Wednesday, May 11, 2022 at the Strathcona Regional District office located at 990 Cedar Street, Campbell River, B.C.

A quorum having been confirmed, the Chair called the meeting to order at 9:30 a.m. with the following directors physically in attendance or participating electronically:

THAT the agenda for the May 11, 2022 regular meeting of the Electoral Areas Services Committee be adopted as presented.

THAT the minutes of the regular meeting of the Electoral Areas Services Committee held on April 13, 2022 be adopted.

BUSINESS ARISING FROM THE MINUTES
 
EV Charging Stations
 
Director Leigh advised that since her motion EASC 84/22 regarding EV charging stations was defeated, she has been contacted by directors who requested the matter be reconsidered and presented to the Board.
 
Discussion ensued.
 
Director Whalley recommended that those directors who wish to have the matter reconsidered bring it forward to the Board.
 
Director Anderson joined the meeting.

THAT staff seek legal opinion regarding the roadway and proposed parking lot expansion at Hoskyn Channel.

Kw'as Park Bridge Construction - Cortes Island

THAT the Committee recommend that the 2022-2026 Financial Plan and Capital Expenditure Program be amended to allocate $67,136 of gas tax funding for the Kw'as Park Bridge construction project to proceed in 2022.

Financial Plan Amendment - Cortes Island Firefighting Association

THAT the EASC recommend to the Board that the 2022-2026 Financial Plan be amended to include an additional $15,131 for the purchase of a firefighting apparatus.

Request for Financial Assistance - Sayward Futures Society

THAT the Committee recommend that a grant in aid for the Sayward Futures Society in the amount of $500 to assist with the 2022 bike rodeo be paid from the Electoral Area A grant in aid budget.

Requests for Economic Development Funding - Electoral Area C
 
Whalley/Leigh: EASC 110/22

THAT the report from the Chief Administrative Officer be received.
   CARRIED
 
Leigh/Whalley: EASC 111/22

THAT the Committee recommend that the Board approve economic development grants to be paid from the Electoral Area C economic development service budget as follows:

i) $1,485 to the Quadra Island Conservancy and Stewardship society to assist with 2022 insurance costs; and

ii) $4,000 to the Quadra Island Old Age Pensioners’ Organization Branch 91 to assist with programming costs.

Requests for Financial Assistance - Electoral Area D
 
Leigh/Whalley: EASC 112/22

THAT the report from the Chief Administrative Officer be received.
   CARRIED
 
Leigh/Whalley: EASC 113/22

THAT the Committee recommend that the Board approve grants in aid to be paid from the Electoral Area D grant in aid budget as follows:

i) $1,500 to Campbell River Citizens on Patrol to assist with operational expenses; and

ii) $5,500 to the Oyster River Fire Rescue Society to assist with the purchase of a positive air pressure unit.
