Strathcona Regional District COMMITTEE OF THE WHOLE Wednesday, November 8, 2023 Minutes of the special meeting of the Committee of the Whole held on Wednesday, November 8, 2023 in the Strathcona Regional District office located at 990 Cedar Street, Campbell River, B.C. A quorum having been confirmed, the Chair called the meeting to order at 11:02 p.m. with the following members physically in attendance or participating electronically:   MINUTES       Chair: D. Whalley Kyuquot/Nootka-Sayward (Electoral Area A)                FIRST NATIONS TERRITORIAL ACKNOWLEDGEMENT   The Chair acknowledged that we are located on the traditional territory of the Laichwiltach people.   ADOPTION OF PUBLIC AGENDA   Whalley/Vonesch: COW 24/23 THAT the agenda for the November 8, 2023 special meeting of the Committee of the Whole be adopted as presented.     CARRIED     ADOPTION OF MINUTES   Lott/Kerr: COW 25/23 THAT the minutes of the special meeting of the Committee of the Whole held on June 7, 2023 be adopted.     CARRIED       STAFF REPORTS   Draft 2023-27 Strategic Plan   Baker/Vonesch: COW 26/23 THAT the report from the Chief Administrative Officer be received.     CARRIED   The Chair welcomed Tracey Lorenson, strategic planning consultant.   Whalley/Lott: COW 27/23 THAT the Board's Vision Statement be as follows: "The Board's vision is to create a connected, resilient, self-sufficient region that honours and values diversity, seeks collaboration and partnership opportunities, promotes reconciliation with First Nations communities and actively stewards our natural environment".       Director Sinnott arrived at the meeting chambers.   Mawhinney/Vonesch: COW 28/23 THAT the text of the Strathcona Regional District Overview section of the Strategic Plan be amended to state: "The administrative boundaries lie within many traditional First Nations territories and the SRD works closely with many local First Nations communities".     CARRIED   Tracey Lorenson made a presentation on the draft Strategic Plan.   Director Dahl arrived at the meeting chambers.   The presentation continued.   The Chief Administrative Officer advised that staff would schedule another meeting of the Committee of the Whole to review the comments and suggestions offered at the current meeting.   The Chair thanked Ms. Lorenson for her presentation.     TERMINATION   Lott/Rice: COW 29/23 THAT the November 8, 2023 special meeting of the Committee of the Whole be terminated.     CARRIED   Time: 12:02 p.m. Certified Correct: ____________________________________ Chair ____________________________________ Corporate Officer
