Strathcona Regional District STRATHCONA GARDENS COMMISSION Wednesday, November 8, 2023 Minutes of the regular meeting of the Strathcona Gardens Commission held on Wednesday, November 8, 2023 at the Strathcona Regional District offices located at 990 Cedar Street, Campbell River, BC. A quorum having been confirmed, the Chair called the meeting to order at 3:04 p.m. with the following Commissioners in attendance:   MINUTES       Chair: S. Rice Electoral Area D (Oyster Bay-Buttle Lake)                FIRST NATIONS TERRITORIAL ACKNOWLEDGEMENT   The Chair acknowledged that we are located on the traditional territory of the Laichwiltach people.   ADOPTION OF PUBLIC AGENDA   Grunerud/Rice: SGC 65/23 THAT the agenda for the November 8, 2023 regular meeting of the Strathcona Gardens Commission be adopted as presented.     CARRIED     ADOPTION OF PREVIOUS MEETING MINUTES   Grunerud/Rice: SGC 66/23 THAT the minutes of the regular meeting of the Strathcona Gardens Commission held on June 14, 2023 be adopted as presented.     CARRIED         STAFF REPORTS   Strathcona Gardens 2023 Key Performance Indicators   Rice/Grunerud: SGC 67/23 THAT the report from the Chief Administrative Officer be received.       Staff provided a presentation on the Strathcona Gardens 2023 Key Performance Indicators.   A vote was held on the motion and it was…     CARRIED   Adjustment to Schedule of Fees, Charges and Rentals   Grunerud/Rice: SGC 68/23 THAT the report from the Chief Administrative Officer be received.     CARRIED   Rice/Kerr: SGC 69/23 THAT the Commission recommend approval of the changes being proposed in the draft amendment bylaw attached to September 8, 2023 report from the Chief Administrative Officer.     CARRIED   Strathcona Gardens REC_CREATE Project - Update   Grunerud/Kerr: SGC 70/23 THAT the report from the Chief Administrative Officer be received.     CARRIED   Strathcona Gardens Service Limits   Rice/Grunerud: SGC 71/23 THAT the report from the Chief Administrative Officer be received.     CARRIED   Rice/Grunerud: SGC 72/23 THAT a further report with recommendations to address the current limitations of the Strathcona Gardens service be prepared for review by the Commission.     CARRIED     CORRESPONDENCE   CHEK News Article   Grunerud/Rice: SGC 73/23 THAT the October 30, 2023 correspondence regarding the October 30, 2023 CHEK News broadcast be received.     CARRIED         CLOSED SESSION   Grunerud/Dahl: SGC 74/23 THAT the report from the Chief Administrative Officer be received.     CARRIED   Kerr/Grunerud: SGC 75/23 THAT the meeting be closed to the public to consider matters deemed to fall within the parameters of subsections 90(1)(c), (n) and (o) of the Community Charter.     CARRIED   Commissioner Sinnott declared a conflict of interest and recused herself stating that she had family members employed at Strathcona Gardens.   Director Rice in the Chair.   RECONVENE   The Commission reconvened in public at 3:49 p.m.   TERMINATION   The Chair declared that the November 8, 2023 regular meeting of the Strathcona Gardens Commission was terminated.   Time: 3:49 p.m. Certified Correct: _______________________________________ Chair _______________________________________ Corporate Officer
