Minutes of the regular meeting of the Electoral Areas Services Committee held on Wednesday, September 13, 2023 at the Strathcona Regional District office located at 990 Cedar Street, Campbell River, B.C.

A quorum having been confirmed, the Chair called the meeting to order at 9:32 a.m. with the following directors in attendance:

ADOPTION OF PUBLIC AGENDA

THAT the agenda for the September 13, 2023 regular meeting of the Electoral Areas Services Committee be adopted as presented.
   
 
Director Vonesch requested that the agenda be varied by addressing Bylaw No. 510 - Quadra Island Bulk Water Regulation before Bylaw No. 509 - Cortes Island Bulk Water Regulation.
 
Director Mawhinney requested an item of New Business entitled "Housing Action Plan" be added to the agenda.
 
 
 
CHAIR'S REPORT
 
Delegation of Authority
 
The Chair advised that local governments were set up by the Province to ensure no one person has absolute authority as this decision making power is delegated to a board or council. The Chair noted that this too applies to electoral areas, where the decision making power is delegated to all the electoral area directors who vote according to their conscience and according to what is best for the electorate.

THAT staff prepare a report on the Housing Action Plan which includes Details of the plan; Cost estimates of the actions presented in the verbal report, along with any additional elements which are part of the Action Plan; budget analysis including how Regional elements such as the Climate Adaptability Plan would be fiscally managed; rationale for the elements included; and alternate options which could be considered in a draft Housing Action Plan designed for rural electoral areas.
