Minutes of the regular meeting of the Electoral Areas Services Committee held on Wednesday, July 14, 2021 at the Strathcona Regional District office located at 990 Cedar Street, Campbell River, B.C.

A quorum having been confirmed, the Chair called the meeting to order at 9:34 a.m. with the following directors physically in attendance or participating electronically:

THAT the agenda for the July 14, 2021 regular meeting of the Electoral Areas Services Committee be adopted as presented.
   
 
Director Anderson requested that an item of New Business entitled "Long Range Planning Matters" be added to the agenda.

Mariwood Road Flooding
 
The Chair welcomed Malcolm Wilson and Colin Benoit who made a presentation regarding flooding problems on Mariwood Road properties in Electoral Area D. [Item]

THAT the Strathcona Regional District Board provide a formal letter of request to be sent to Michael Pearson of the Ministry of Transportation, North Island for assistance in providing remediation to the current flooding situation which exists, in part, due to inadequate ditching when the Mariwood sub-division was approved by MOTI and which has caused properties at 211 and 223 Mariwood Road to regularly flood.

Area D Water System Universal Metering Feasibility Study (con't)

THAT the Strathcona Regional District Board be recommended to proceed with an application for universal metering of the Northern Area D Water Service in the amount of $2.47 million and that all engineered cost estimates are prepared for a touch-read system to be installed in Northern Area D as soon as grant funds are made available.

Commemorative Gifts in Regional District Parks

THAT the Committee recommend that the Board approve grants in aid to be paid from the Electoral Area C grant in aid budget as follows:

i) $2,000 to the Quadra Cultural Committee to assist with 2021-2022 concert series; and
ii) $1,000 to the Surge Narrows Community Association to assist with Lampert's beach stage roof repairs.

THAT the June 11, 2021 correspondence from the Friends of Strathcona Park regarding a request for financial assistance be received. [Item]

THAT the Committee recommend that a Grant-in-Aid for the Friends of Strathcona Park in the amount of $3,000 be approved to assist with their Park Use Study conducted by students this summer and to be paid from the Electoral Area D GIA Budget.

Long Range Planning Matters
 
Director Anderson requested an update regarding long range community planning processes.
 
The Chair requested an update on the status of the Area C Integrated Community Sustainability Plan.
 
The Chief Administrative Officer confirmed that a report on long range planning matters would be provided by September at the latest.
