Minutes of the regular meeting of the Electoral Areas Services Committee held on Wednesday, May 8, 2024 at the Strathcona Regional District office located at 990 Cedar Street, Campbell River, B.C.

A quorum having been confirmed, the Chair called the meeting to order at 10:00 a.m. with the following directors physically in attendance or participating electronically:

Quadra Island - Solid Waste Curbside Collection Study

THAT the SRD prepare a request for proposal call that would identify the cost to start up a local waste collection business that would provide service to a specific area(s) and/or the entire Island. This would provide the financial details as to the cost to initiate a local waste collection service, similar to the model operating on Codes Island. Results of the proposals could be brought to the community for feedback and interest level; and

THAT the SRD explore a waste collection partnership model with the We Wai Kai First Nation. Communication with the We Wai Kai First Nations indicates that they are considering purchasing collection equipment to serve its communities on Cape Mudge and First Nations-owned businesses on the island; and

THAT the SRD advocate for a Waste Transfer Station on Quadra Island, provided by CSWM. Timely advocacy coincides with CSWM's Solid Waste Management Plan update. This option could offer residents a convenient and cost-effective self-hauling option and improve the climate for additional private haulers to offer services.

Director Mawhinney inquired about phase two shore access signage in Area C. The Senior Manager, Community Services advised that the SRD is awaiting response from the Ministry of Transportation and Infrastructure on the matter.
 
Director Mawhinney inquired about items with future start dates and whether reports would be coming to EASC. The Senior Manager, Community Services advised that reports on these projects will be brought back to EASC upon completion.
