Heriot Bay Inn, 673 Hotel Road, Heriot Bay, BC commencing at 6:00 p.m.

The purpose of the meeting is to permit consideration of matters listed on the agenda below and, where appropriate, to provide recommendations to the Regional Board. Unless otherwise noted, all resolutions will be decided pursuant to section 208(1) of the Local Government Act, which requires that all Commission members in attendance vote and each member receives one vote.

1) FIRST NATIONS TERRITORIAL ACKNOWLEDGEMENT
 
 The Chair acknowledged that we are located on the Coast Salish and Kwakwaka'wakw peoples unceded traditional territories.

D. ADOPTION OF PUBLIC AGENDA

 Commissioner Nimmon requested that an item of New Business entitled "Communication" be added to the agenda.

THAT the agenda for the April 4, 2024 meeting of the Electoral Area C Advisory Planning Commission be adopted as amended.
 
 
E. ADOPTION OF MINUTES

 The Chair advised that the mover and seconder of Res. CAPC 1/24 and CAPC 2/24 were missed and asked the commissioners to clarify who moved and who seconded each resolution so that the February 6, 2024 Electoral Area C Advisory Planning Commmission minutes are corrected.
 
 Commissioner Nimmon moved and Commissioner Hollanders seconded Res. CAPC 1/24.

THAT the minutes of the inaugural meeting of the Electoral Area C Advisory Planning Commission held on February 6, 2024 be adopted as amended. [Item]
 
 
F. BUSINESS ARISING FROM MINUTES

 Commission Reasoning for Decisions
 
 Commissioner Terreberry provided a draft report regarding the reasoning for the Commission's decisions pertaining to applications considered at the February 6, 2024 Electoral Area C Advisory Planning Commission meeting.

THAT the Corporate Officer for the Regional District perform the duties of secretary to the Commission. [Item]
 
 Procedures for Considering Applications
 
    b) CAPC 8/24

THAT the report from the Chair be received. [Item]
 
 Discussion ensued regarding the Chair's report in which the following procedures for considering applications were decided:

- a brief backgrounder will be provided giving a general overview of historial land use changes and relevant bylaws.

- the applicant will have been notified of their right to attend the meeting and give a presentation of no more than 10 minutes with a question and answer session following.

- opponents of an application will not normally give presentations at meetings, recognizing that public hearings provide a forum for this.

- the Commission's recommendations, including any rationale that it wishes to communicate, will be set forth in motions whenever possible and included in minutes of the meeting.

 Commissioner Hollanders in the Chair.
 
 Commissioner Robinson handed out a map of the Copper Bluffs properties involved in Covenant FB092361 and provided a verbal report on the background of the property. [Item]

THAT the covenant discharge request for 1520 Upshur Road, Quathiaski Cove, Lot B, District Lot 756, Sayward Land District, Plan VIP83671 be supported. [Item]

THAT covenant discharge request for 1731 Kanish View Drive, Heriot Bay, BC, Lot B, District Lot 496, Sayward Land District, Plan VIP64656 be supported. [Item]
 
 Commission Reasoning for Decisions
 
    b) CAPC 11/24

THAT the Electoral Area C Advisory Planning Commission supports maintaining the covenants for 520 Upshur Road, Quathiaski Cove, Lot B, District Lot 756, Sayward Land District, Plan VIP83671 and 1731 Kanish View Drive, Heriot Bay, BC, Lot B, District Lot 496, Sayward Land District, Plan VIP64656 as legal agreements freely entered into by the Regional Distict and landowners, recognizing that maintaining these covenants causes less land to be available for housing than would otherwise be the case.

 Communication
 
 Commissioner Nimmon led a discussion regarding communication between commissioners and with the general public and the creation of a safe space where commissioners feel comfortable to share their opinons without fear of judgment or retaliation.
